Is responsible and accountable for operational funds; funds for beneficiary grants are managed centrally by the Secretariat.
The Social Protection Sub-Committee
Plays a key role in the development and implementation of the social protection policy.
The ESP Steering Committee
Is chaired by the Permanent Secretary, Ministry of Gender, Labour & Social Development and has as its members representation from Ministry of Finance, Planning & Economic Development, Ministry of Local Government, National Planning Authority, Office of the Prime Minister, Ministry of Public Service, Uganda Local Government Association, civil society & development partners.
The ESP Secretariat
Is headed and staffed with the Ministry of Gender, Labour & Social Development and consultants to provide technical assistance. The Secretariat is responsible for day-to-day management of the Programme.
The Programme has established district offices within existing local government structures (up to sub county level) in each of the 14 pilot districts. The district offices, working under and with the District Community Development Directorate give technical guidance and support in matters such as registration and identification of beneficiaries.
